Topic: Assessing Climate Change Response in the Local Government
Abstract
This paper reports on an evaluation of the responsiveness of municipal Integrated Development Plannings (IDPs) and budgets to climate change. The paper is based on a comprehensive and systematic review of IDPs and the budgets of municipalities. The study focused on municipalities in the provinces of KwaZulu-Natal, Western Cape, Eastern Cape, and Gauteng. Recent episodes of climate change hazards have hardest hit these four provinces that have faced the worst droughts and floods. The frequent incidences and severity of these disasters in these provinces are evident and are significantly undermining development and threatening resources, such as water and energy. These provinces have lost people, livestock, assets, and properties due to climate change. Thus, it was essential to analyse the responsiveness of these provinces to climate change and recommend possible strategies municipalities and governments can adopt to integrate climate change response into their projects and budgets.
Bionote
Nomonde Madubula holds a PhD in Development and Management (Disaster Risk Studies) from the North-West University since 2021. Before then she completed the BA (SocScience) in 2000 at the University of Cape Town; the BCom Hons in Economics (University of the Western Cape) in 2003 and the MCom (Economics) in 2009 at the University of the Witwatersrand. Her work at the Financial & Fiscal Commission (FFC) as Senior Researcher focused on local government and intergovernmental fiscal relations, and Gender Responsive Budgeting. Her most recent article is titled: An analysis of the vulnerability of informal and formal households to disaster risks in the Rand West City region (in Jàmbá - Journal of Disaster Risk Studies, 2024).
