Dr Salphinah Vuloyimuni Ubisi is a Senior Lecturer in the School of Government Studies, North West University, Mahikeng Campus. Dr Ubisi currently lectures in the Department of Public Administration and Local Government within the school. She holds a Doctor of Administration in Public Administration (Unisa) as well as a masters degree (MTech) in Public Management (Unisa). She has taught at the University of Limpopo, and the University of South Africa. She was previously a public servant and served the country in departments of Arts and Culture, Transport, Public Service Commission, and the Limpopo Provincial Administration.
