Student Leadership Summit 2026

Professor Mzubanzi Bismark Tyobeka currently serves as Vice-Chancellor of North-West University (NWU), South Africa. Formerly the CEO of the National Nuclear Regulator, he has over two decades of experience in nuclear sciences and engineering. He began his career at Eskom Enterprises, progressing through roles such as Senior Physicist and Chief Nuclear Engineering Analyst, before becoming a Nuclear Engineer at the International Atomic Energy Agency (IAEA).

He has held numerous prestigious positions, including:

• Chairperson of NWU Council

• Member of the International Nuclear Safety Advisory Group

• Chairman of the Regulatory Cooperation Forum under IAEA

• President of the 6th Review Meeting of the Joint Convention on Safety of Spent Nuclear Fuel and Radioactive Waste Management

Prof. Tyobeka is also an Extraordinary Professor at the Centre for Applied Radiation Science and Technology and an Extraordinary Professor of Nuclear Engineering at NWU. He is Chairperson of the Nuclear Missile and Dual-Use Committee of the Council for Non-Proliferation for Nuclear and Biological Weapons of the South African Government and Chairperson of the Funding Strategy Group of Universities South Africa (USAf), a body comprising all 26 public universities in South Africa.

In recognition of his academic and leadership contributions, Prof. Tyobeka completed the Harvard Business School programme and was recently appointed as a Knight of the Republic of France through the conferral of the National Order of Merit by President Macron of France.

Recently, Prof. Tyobeka has been appointed by the Minister of Electricity and Energy, Dr Kgosientsho Ramokgopa, as a member of the Ministerial Expert Panel on Nuclear, effective from 14 July 2025. He has also recently been appointed as chairperson and board member of the South African Bureau of Standards (SABS) for a five-year term, commencing on 18 June 2025.

Prof. Tyobeka holds multiple degrees, including a Ph.D. in Nuclear Engineering from Pennsylvania State University. The French Republic recently awarded him the National Order of Merit, and he also serves as an Adjunct Professor at North Carolina State University.

Dr Joe is an accomplished executive leader, strategist, and academic with extensive experience spanning research and technology commercialisation, higher education leadership, student development and institutional transformation. He brings more than 15 years of experience in research, innovation, and technology commercialisation, over a decade in academia, and several years in senior executive leadership roles across South Africa and the United States. Dr Joe is passionate about advancing student life in higher education, believing that universities should foster not only academic excellence but also purpose, character, and personal growth. He is committed to creating inclusive environments that cultivate leadership, wellness, innovation, and entrepreneurship, preparing graduates to make a meaningful impact in society.

Throughout his distinguished career, Dr Joe has held several high-profile leadership positions:

• Executive Director at the Council for Scientific and Industrial Research Biosciences division;

• Chief Executive Officer at BioPAD;

• Portfolio Manager at Cape Biotech Trust (CBT);

• Executive Director of the Vaal University of Technology Science and Technology Park;

• Campus Director of the Midlands Campuses at Durban University of Technology; and

• Campus Principal of the Welkom Campus at Central University of Technology.

He also spent 11 years in the United States, where he worked with globally recognised organisations such as Baxter Healthcare, American Red Cross, and International AIDS Vaccine Initiative, contributing to healthcare innovation, biotechnology advancement, and vaccine development initiatives. 

His qualifications include:

• B.Sc. Life Sciences and B.Sc. Honours in Biochemistry from the University of the Witwatersrand;

• M.S. in Biology from Howard University, Washington D.C., USA;

• PhD in Biochemistry and Molecular Biology from Penn State University, University Park, PA, USA;

• Master’s in Business Administration (MBA) from the University of Cape Town; and

• Advanced Management Programme (AMP) from Harvard Business School, Boston, USA.

Dr Joe also founded the Dr Joe High-Performance Academy that empowers leaders, executives, and entrepreneurs through leadership development, strategic thinking, and high-performance coaching. Recognised as a dynamic thought leader, Dr Joe currently serves as Deputy Vice-Chancellor at North-West University, where he is responsible for the portfolios of Student Life, Transformation, and People & Culture, with the assigned function of the Mahikeng Campus.
