Certificate in Municipal Service Partnership
This programme is intended to build capacity within municipalities so that informed decisions can be made about municipal service delivery mechanisms and that municipal managers be able to manage municipal service partnerships.
After successful completion of the certificate programme, candidates should be able to:
Demonstrate understanding of the policy framework on municipal service partnership;
Relate municipal service provision to relevant municipal service delivery options available;
Apply different strategies and techniques of municipal service partnerships.
Identify participants in Municipal Service Partnerships.
Facilitate effective stakeholder participation in municipal service partnerships.
Relate Integrated Development Planning to Municipal Service Partnership.

Understand the rationale for provision of public financial support to MSPs.
Manage the provision of public financial support for MSPs,
Identify appropriate mechanisms for public financial support for MSPs.

Learning will be facilitated through presentations.
Group work will form a very important activity in the Learning process.
The participants will prepare case studies. The participants will complete a project.
The training programme is presented in English.
The progress of the participants is evaluated by means of tests, examinations, group work and a project work.
On successful completion of all modules, participants will receive a Municipal Service Partnership training Certificate.
Candidates must have a senior certificate or equivalent qualification as well as appropriate work experience and responsibility to qualify for admission to the programme.
The programme fees cover registration, tuition and a complete set of instructional material. The fees, which are not refundable upon cancellation or withdrawal are payable as follows: 50% on application, 25% on commencement of the first module and 25% before the end of Module 2.
